Cuba's electrical grid collapsed Sunday for the fourth time in 48 hours, a major setback in the efforts to restore power to exhausted residents.

Hurricane Oscar made landfall Sunday evening on the northern coast of east Cuba before it weakened to a tropical storm as it moved across the island, according to the National Hurricane Center.

Hurricane comes as Cuba tries to recover from worst blackout in at least 2 years, which left millions without power last week.
